Location Cowlitz Public Utility District – Longview, WA

The Safety Manager is responsible for planning, developing and administering all safety programs, safety training and safety initiatives to ensure a safe, healthy, and accident-free work environment for District employees.  This position leads safety improvements ensuring that all Business Units are pursuing relentless improvement in safety performance and that the District is continuously measuring its’ performance against the best in the industry.  This position is responsible for ensuring compliance with local, state, and federal rules and regulations and is instrumental in helping to establish and maintain a culture of safety at the District.

Essential Duties and Responsibilities

  • Plans, manages and executes Cowlitz PUD’s safety program and related activities and to comply with local, State and Federal regulations.
  • Guides and promotes safe work performance by identifying safety systems, policies and procedures.Develops and recommends program goals and objectives; plans and implements the safety program work plan.
  • Coordinates and schedules monthly safety meetings District-wide.
  • Enforces safety policies by conducting inspections, maintaining standards, reporting information and advising managers and employees.
  • Proactively identifies risk exposures and potential hazards within our facilities and work sites.Makes recommendations to directors and managers.Develops action plans to eliminate and/or reduce risk exposure.
  • Advises and assists managers and supervisors in promoting a safe work environment.Recommends procurement, use and installation of safety or hazard control equipment, and updates of policies and procedures as necessary.
  • Identifies and anticipates safety concerns and hazards by ensuring the timely investigation of all accidents.Reviews written reports and recommends preventative or corrective measures to reduce and eliminate accident reoccurrence.Inspects job sites, equipment and structures for existing or potential hazards; recommends corrective actions.
  • Develop, present and coordinate safety-training activities and training programs for multiple locations.
  • Monitors safety and first aid equipment and supplies, such as AEDs, first aid kits, fire extinguishers, etc., to ensure they are functional and ready for use when needed.Responsible for purchasing new equipment and supplies for outdated materials.
  • Ensures all employees receive required safety training and maintains the employees’ history of required training.Develops safety education materials and communication.
  • Provides safety orientation to all new employees, including an overview of the safety programs and policies.
  • Provide budget oversite for utility-wide safety program including safety training, consulting and testing, safety equipment, safety recognition activities and programs.
  • Represent the organization in community or industry safety groups and programs.
  • Assist in the administration of workers’ compensation program.
  • Assist in the administration of DOT drug testing program and track expiration dates of DOT physicals.
  • Assist in the administration of proper flagging set up for jobs.
  • Responsible for monitoring overall ergonomics of the office space.
  • Maintains and oversees the proper testing and documentation of rubber gloves, blankets, hot sticks and other personal protective equipment.
  • Determine and set specifications for all safety related equipment.
  • Assisting during storm events as needed.

Experience and Training

  • Bachelor’s degree in safety, health, industrial hygiene, or related field and at least ten years of experience and/or training; or equivalent combination of education and experience.  Associate Safety professional (ASP), Certified Safety Professional (CSP), or Certified Utility Safety Administrator Certification (CUSA) designation preferred.

  • Ability to work in multi-task work environment, with constant interruptions and distractions while maintaining and meeting strict deadlines for projects.
  • General knowledge of pertinent federal, state, local laws, regulations and standards covering safety exposures.
  • Advanced skill in hazard identification, analysis, prevention and control.
  • Skill in investigation and root cause analysis of accidents and near misses and the ability to identify and recommend appropriate remediation or corrective action.
  • Knowledge and skill in effective training techniques for safety related topics.
  • Ability to maintain accurate and detailed records on training, safety and security reports, statistics and other required information.
  • Proficient in Microsoft Word, Excel, PowerPoint and Outlook software.
  • Attention to detail and strong organizational, analytical, and knowledge of basic arithmetic skills required.
  • Ability to take initiative and be self-motivated in order to make independent decisions using sound judgment.
  • Requires conflict resolution skills.
  • Ability to communicate clearly in a professional business-like manner, both orally and in writing.  Must understand and follow oral and written instructions.
  • Ability to maintain confidentiality of restricted or private information and records and effectively handle sensitive matters.


  • May require work hours in excess of 8 hours per day, 5 days per week.
  • Must wear proper apparel for assigned working conditions.
  • May work outdoors, day and night, in all weather and driving conditions.
  • May work on all types of soil conditions including uneven and unstable terrain.
  • Observe and abide by all District policies, goals and objectives.
  • Must be able to position self to move up to 40 lbs.
  • Responds to after-hours phone calls or call-outs, day or night, and weekends in all weather conditions.


  • Must be able to pass post offer background check.
  • Must have a valid Driver’s license and be able to drive safely in all-weather/road conditions
  • Operating telephone or cellular telephone required at residence to assure accessibility for emergency call out.
  • Must have current first aid CPR certification or ability to obtain within 30 days.
