President (succeeds to position)

Royal Willard, CSP 

Royal has 11 years of experience as an environmental health and safety professional. Royal graduated from Oregon State University in 2007 with a masters of public health in environment, safety, and health. While working toward his masters, he interned with the Health Resources and Services Administration (HRSA) out of Good Samaritan Regional Medical Center in Corvallis, Oregon and Salem Hospital, gaining knowledge in EHS and emergency management. Fresh out of graduate school, Royal worked at Oregon OSHA conducting safety hazard assessments of Oregon OSHA employees as they performed employer site visits. In 2007, Royal joined Kiewit Infrastructure Company, Underground District as a Safety Supervisor. During this time with Kiewit, Royal worked on the Eastside Combined Sewer Overflow project in Portland, the Harlem River Tunnel project in NYC, and the Devil’s Slide Highway Tunnel in the San Francisco bay area. In 2011, Royal joined BSI EHS Services and Solutions and is currently a Senior Consultant. At BSI, Royal has performed a variety of services including owner and general contractor safety program management, industrial hygiene services, asbestos and lead services, and facilities/tool design, commissioning, and start-up.

Mark Frisco,CSP

Mark has over two decades as a safety professional with Georgia-Pacific, Louisiana-Pacific, TrueBlue, Specialty Polymers, and is currently a Safety Specialist with Waste Management where he oversees safety for WM’s landfills in Oregon, Washington, and Alaska.  Mark’s degrees include AS Degree in Fire Protection Technology from Portland Community College, BS in Environmental Health & Safety from Oregon State University, and MBA from City University of Seattle. Mark has traveled extensively throughout the continent as a visitor of 42 states, and three provinces.






Vice President

Dede Montgomery, CIH

Dede has almost 30 years of experience as a safety and health professional in both private and public sectors. Dede supports the Oregon Institute of Occupational Health Sciences education and engagement programs based at Oregon Health & Science University (OHSU), and provides industrial hygiene expertise to the Institute’s research and to OHSU Global Health projects in Southeast Asia. She is also the outreach & education director for the NIOSH funded Oregon Healthy Workforce Center. Dede is the current chair of O[yes] (Oregon Young Employee Safety Coalition), member of ASSP Counsel on Professional Affairs (CoPA), ASSP’s Total Worker Health Task Force, and an active member of the American Society of Safety Engineers, Columbia-Willamette Chapter, and the Pacific Northwest Section of the American Industrial Hygiene Association (PNS-AIHA). Dede received the 2018 PNS-AIHA Distinguished Industrial Hygiene award.





Nancy Ikeda

Nancy Ikeda has over 30 years EHS experience and is a Safety Specialist III for the Oregon/SW Washington region of Comcast. Nancy began her EHS career in a high-tech manufacturing company in the Portland area and started with Comcast 1995. She works with her Comcast leadership team to continually increase safe work behaviors, reduce vehicle collisions, and maintain environmental compliance. She has experience with WC claims management, return to work programs, ergonomic evaluations, safety committees, safety training, environmental audits, and more. Nancy combines an understanding of business needs with her love of safety to promote a fun and safe work environment.  As an active member of the CWC ASSP, Nancy has served as Treasurer in 2018-2019 and Treasure Elect in 2017-2018.

Brittany Chaufty, CSP

Brittany Chaufty, SAIF Senior Safety Management Consultant, has been with SAIF since July 2013. She provides safety, health and wellness consultative services to businesses across a variety of industries in the Portland Metro area. Prior to joining SAIF, she spent three years working in environmental compliance at a steel manufacturing plant and has held a number of hospitality jobs and intern positions. She has a Bachelor of Sciences degree in Biology from Linfield College, her MBA from Portland State University and is a CSP. She has served as a Delegate-at-Large, a House Delegate and was the Treasurer-Elect in 2018-2019.





Alan Blood, CSP

Alan has been an environmental, health and safety professional for over 25 years. He graduated from Mt. Hood Community College with an A.A.S. in Hazardous Materials Management in 1991. Alan provided various EHS training, environmental consulting and industrial hygiene services for about four years while completing a core program at Concordia University in Environmental Remediation and Hazardous Materials Management.


For the last 21 years, he has held positions as a project EHS manager and as a Safety or EHS Director in the construction industry supporting commercial, healthcare and manufacturing projects. Alan is a professional member of the ASSP and is a Certified Safety Professional.

Aubrey Sakaguchi, ASP

Aubrey first became engaged with ASSP in 2005 at the University of Minnesota Duluth’s graduate program. Keeping the Chapter’s focus on developing sound professionals with robust networks and Society’s true north on serving the members is Aubrey’s passion for ASSP.  Aubrey has served as section chair, section secretary, chapter secretary, delegate-at-large, house delegate, membership chair and sunshine fund chair. At the Society level, Aubrey has volunteered with Future Leaders Committee and Outstanding Student Section Committee. Professionals who are passionate and focused on raising the bar for us as safety professionals are the ones who drive the Chapter and Society forward according to Aubrey..  Aubrey brings 15 years of EHS and risk experience in both public and private sector as well as consulting and site management capacities to her volunteering with ASSP.  She is currently a Sr. Safety Management Consultant at SAIF.

Jimmy Gibbons

Jimmy is a Risk Specialist with the City of Portland’s Risk Management division. Jimmy has a Bachelor’s degree in Marketing and Management from Portland State University. Jimmy currently works on several safety programs for the City of Portland including the ergonomic program, driver program, safety committee consulting, and planning the annual safety committee conference. Prior to coming to the city, Jimmy spent 19 years at Safeway working in safety for the last 10 years. Jimmy has also been on the GOSH planning committee for the 2017 and 2019 conferences and served as Chapter Secretary for 4 years. When not at work Jimmy enjoys traveling and spending time with family and friends.

Terra Wheeler

Terra currently works for Portland Public School District as an Environmental Health and Safety Associate. She has a BA in Environmental Studies from Bowdoin College; an AAS in Environmental Safety and Sustainability from Mt. Hood Community College; and a MS in Historic Preservation from the University of Oregon. Her areas of expertise include general industry and construction OSHA compliance and construction project management support. Before joining PPS, Terra worked as a safety professional at OEG and Daifuku America Corporation and EORM (BSI). She enjoys volunteering for local non-profits and has also served as an ASSP Environmental Practice Specialty membership committee volunteer. She is originally from Massachusetts and has lived in Oregon for almost 20 years.

Milt Villegas, CLSS

Milt Villegas, after a 35-year fire service career, retired as Fire Captain/Paramedic with Tualatin Valley Fire and Rescue. He is a recipient of Washington County Fire Instructor of the year award, and the State of Oregon Instructor of the year award. Milt has received a citation for valor, and a unit citation from the State of Oregon. Milt also has successfully taught many safety classes at the international level. He has been a member of the ASSE (Fire Protection Specialties) since 1992.

He currently works as the Fire Safety Manager for OHSU EHS department. Milt holds a Bachelor’s in management, and a Master’s in Industrial Safety from Northern Illinois University school of engineering. Milt has enjoyed serving our chapter for the past two years as a Delegate at Large.

Rick McMurry, CHST

While I am relatively new to ASSP, I am excited to get involved and if elected, serve as Delegate at Large. I am currently the Corporate Health and Safety Director for P&C Construction and the Co-Chair of the AGC Columbia Oregon Chapter Health and Safety Council. I have really fallen in love with the safety field and the people in it. Selfishly, I believe that I will be enriched both personally and professionally from serving and working with/for you on chapter business. I just hope to be a help and energy source for the chapter and to play whatever part I can to help the chapter.
